Many believe civilians will pay price of campaign to root out Isis, whose brutal ways have caused widespread revulsion

Anyone and everyone else who dies, in our massive incendiary explosions being conducted in dense civilian areas, is a 'human shield" and thus totally dismissable. Their lives don't matter, they're objects, nothings. Totally expendable. They chose to forfeit their lives by happening to exist in hte blast radius of our massive killing devices. No sweat off the president's nose.
