Does the city council appoint someone until there is an election?
or some other way?

The mayor is essentially a figurehead, cheerleader if you will of city government, and a "part-time" job. The city is governed by council-manager, he gets the large $$ to actually administer the city based on council objectives.

Patrick Cannon ran a parking company, Anthony Foxx (current Transportation Secretary) is a lawyer, Pat McCrory (current Governor of NC) was employed by Duke Power/Energy, Sue Myrick (ret. Congresswoman) had an advertising agency, and Harvey Gantt is an active architect.

Out of the five most recent mayors (Patsy Kinsey was temporary and maybe again soon) I have personally met one, who happens to be Governor.
