Group files complaint against election commissioner (obscure number to cast provisional ballots)

An elections watchdog group that clashes often with the Douglas County Election Commissioner Dave Phipps filed a complaint against him for poll workers requiring an obscure identification number to cast provisional ballots.
Nebraskans for Civic Reform alleges that several election officials required voters to provide a county-assigned voter identification number to cast provisional ballots in the Nov. 6 election, says the complaint to Nebraska Secretary of State John Gale.
Many voters faced busy signals when they called the county election office for their number on Election Day, the group alleges. It says requiring the number at all violated the federal Help America Vote Act.
Adam Morfeld, the group's executive director, asked Gale to hold a public hearing on the issue.
