I wouldn't think that is a factor, especially since this guy apparently killed one of their fellow officers.

They are supposed to arrest and cuff him, if at all possible. Not saying I wouldn't like to have seen him shot, just that their protocol is supposed to be to react like they did, and subject him to arrest and a trial.
