Federal Officers Deployed in Portland Didn't Have Proper Training, D.H.S. Memo Said

PORTLAND, Ore. The federal agents facing a growing backlash for their militarized approach to weeks of unrest in Portland were not specifically trained in riot control or mass demonstrations, an internal Department of Homeland Security memo warned this week.
The message dated Thursday was prepared by the agency for Chad F. Wolf, the acting secretary of Homeland Security, as he arrived in Portland to view the scene in person, according to a copy of the memo obtained by The New York Times. It listed federal buildings in the city and issues officers faced in protecting them.
The memo, seemingly anticipating future encounters with protesters in other cities as the department follows President Trumps guidance to crack down on unrest, warns: Moving forward, if this type of response is going to be the norm, specialized training and standardized equipment should be deployed to responding agencies.
The tactical agents deployed by Homeland Security include officials from a group known as BORTAC, the Border Patrols equivalent of a S.W.A.T. team, a highly trained group that normally is tasked with investigating drug smuggling organizations, as opposed to protesters in cities.

he U.S. Immigration and Customs Enforcement (ICE) agency is set to launch a six-week "Citizens Academy" course on immigration enforcement, which will include training for citizens on how to arrest undocumented immigrants.
A letter published online by The St. Louis Inter-Faith Committee on Latin America (IFCLA) appears to show ICE Chicago Field Office Director Robert Guadian inviting shareholders to participate in the course, which includes six days of training over a six-week period starting in September.
"You have been identified as a valued member of the community who may have interest in participating in the inaugural class of the U.S. Immigration and Customs Enforcement Enforcement and Removal Operations (ERO) Chicago Citizens Academy," the letter states.
Noting that the program is "the first of its kind," Guadian states that the program will "serve as a pilot for nationwide implementation."
During the training, stakeholders would receive training on a number of "facets and responsibilities of ICE/ERO operations," he says.
Included in the course would be training in "defensive tactics, firearms familiarization and targeted arrests."
The training would be "scenario-based," he states, adding that exercises would be "conducted in a safe and positive environment."

(6,890 posts)I think they are shifting around a lot of park police and back filling with former Reserves, possibly in local law enforcement now.
I think this because as another poster in DU said they don't have the personnel to do this in every major city.
We need to start paying attention to what is going on locally for all of us. I think they may be back-filling from our local police departments in order to shift around federals that Bar is allowed to control.
