Senate won't vote on House-passed healthcare bill

Senate Republicans said Thursday they won't vote on the House-passed bill to repeal and replace Obamacare, but will write their own legislation instead.
A Senate proposal is now being developed by a 12-member working group. It will attempt to incorporate elements of the House bill, senators said, but will not take up the House bill as a starting point and change it through the amendment process.
"The safest thing to say is there will be a Senate bill, but it will look at what the House has done and see how much of that we can incorporate in a product that works for us in reconciliation," said Sen. Roy Blunt, R-Mo.

The Republicans are going to spin this as a great victory, and then try hide the CBO score when it comes out..... Democrats must ready to capitalize on this.

Budget reconciliation is supposed to be an "outline" document to direct what other legislation might be needed related to a budget bill (or bills), but is not one itself nor is it an appropriations bill.

The original ACA passed in 2 parts. The first part needed 60 votes the second part was passed
through reconciliation (the Democrats could no longer muster 60 votes ) and only needed 51 votes.

(129,543 posts)that $8 billion amendment won't allow them to do it by reconciliation so they have to break it up into pieces - which DOES offer the opportunity to slam the House GOP members again. "Reconciliation" (in the Senate which only needs 51 votes) means the contents within the legislation must be "budget neutral" and that pot of funding the House stuck on there is not "budget neutral" (at least IMHO).

But they own this and their own disunity. It will come back to the House from the Senate with changes that enough Republicons won't accept so that it will die in reconciliation committee.
By that time the media will be distracted by some other shiny thing.
