Not only have Democrats not seen the legislation, but Republicans havent provided them with a list of amendments that will be included in the bill.
According to Sen. Claire McCaskill (D-MO):

This is so bad. We have just gotten list of amendments to be included in bill NOT from our R colleagues, but from lobbyists downtown. None of us have seen this list, but lobbyists have it. Need I say more? Disgusting. And we probably will not even be given time to read them.

Republicans are carrying out an act of theft in broad daylight on the Senate floor. Instead of a bipartisan process that respects how a legislature is supposed to function, Mitch McConnell and company have been secretly railroading the American people by not providing information and details on what will be voted on.
Senate Republicans have given lobbyists more information than they have Democrats and the American people.

(34,661 posts)claimed he would run this Bill without any input from any Democrat. He also claimed he had Senatorial Republican Donors all lined up for 2018 and 2020. This story should not surprise anyone,he did this with the ACA.

(52,328 posts)are shut out of the process. it's one thing to draft a bill that caters only to one party, it's another thing to not even let the other party read it or know what's going on.
letting them vote at the last minute without time to read the bill is pretend representation.
i live in connecticut, both my senators are democrats, so my taxes will go up when they eliminate the state tax and property tax deductions, and they're doing it without me having a represented voice in the senate.

(52,328 posts)the rules are arcane, but basically certain specific bills aren't subject to cloture (the 60 vote rule).
it's causing republicans headaches trying to get it to comply with these rules, most notably, it can't bust the budget (their budget resolution passed earlier this year allows for $1.5 trillion in extra deficit spending over the next 10 years, so they can't exceed that) and also it can't increase the deficit *at all* after that 10 year period. this is why they made certain tax breaks only temporary.
they can essentially do this for one bill each fiscal year. last fiscal year they did it on the obamacare repeal bill, which failed.
the new fiscal year started october 1.
