Tx GOV he won't call a special session for Harvey aid. Means state won't tap $10 billion Rainy Day

I read the article. Not clear to me if the GOV has access to this fund.

Lets see how works out for the governor.

A lot of people did not have flood insurance.

I think the money will get used.
