10. No, because it's not intended to be a basis for impeachment.

The Mueller investigation is to determine what the Russians did to interfere with the elections, and whether any US actors, not just Trump, were involved, and whether crimes were committed. It appears to be following the money, and may turn up evidence of financial crimes, such as money laundering, committed by Trump or any number of other people. Trump's resignation, if it occurs (which is doubtful), will not stop the investigation.
