I think there are folks in the WH who really fear Trumpy and his bullying and since they can't fight back they leak info, it's like a cry for help.

(b) donnie manages people by image and reputation, he doesn't know how to evaluate actual merit. so it pays to undermine co-workers you don't like by leaking against them. you move up the ladder that way, just like on the apprentice.

he creates an environment where leaking is an important and necessary tool for the people around him.
