The program does mention at the beginning that the problem started with Governor Wanker's decision to appoint an emergency manager who took decision-making powers away from the elected city gov't. The manager then forced a switch in the water supply to save money. Warning signs were ignored, and it was mostly up to citizens to take action. Not too surprisingly, there's a certain amount of chemistry too, but not too much for the science-challenged. Definitely worth a watch. Check your local PBS listings for schedule.

Unfortunately, the infrastructure in 1000's of US communities are likely to lead to such failures, & 1000's of US officials are likely to commit such crimes against American People.
FLINT officials did it to save $$, yet the disaster ends up costing billions more..
