Condoleezza Rice was a specialist on the Soviet Union.

Rice was hired by Stanford University as an assistant professor of political science (1981–1987). She was promoted to associate professor in 1987, a post she held until 1993. She was a specialist on the Soviet Union and gave lectures on the subject for the Berkeley-Stanford joint program led by UC Berkeley Professor George Breslauer in the mid-1980s.

"having a different conversation" regarding nuclear weapons. I believe she was talking to Tim Russert. I was out at brunch with friends and happened to catch that portion of the conversation and said, "Well will you look at that? They just restarted the Cold War".

I am not positive it was Russert. I *AM* positive she used the phrase "having a different conversation". It was her and she was speaking about nukes.
