The system was devised for immediate response. Time from order to launch is approx 4 minutes.

agreed to by the Secretary of Defense. That's one safety valve. The President can fire and replace a Secretary of Defense, but not instantly.
I know this much, though. Any President who used nuclear forces without an actual nuclear attack against the US would be impeached almost instantly, even with the current Congress. Trump's a moron, but not that much of a moron.

I don't know if "agree" is an option.
