A darned good question, that. Maybe for now it's best to ignore the first two or three pronouncements out of the Trump administration. They almost never say what they mean the first time, then comes the walkback, then comes the petulant "Did so mean it!" After another couple of tries, they finally settle on some consistent point, which holds good for about 20 minutes. As a general rule, watch what these crooks do, not what they say.
