OMG, the combover is separating there at the right, and the face looks sunburned and blotchy. At that level, there's all sorts of staff members around to make sure you're ready for the official and professional "this is you for the next four years" photo.
This looks like a rush passport or new hire I.D. photo, not an official portrait.
