It's a scam site. Go to the website https://who.is/ and put this in the search engine:
abetterhealthcareplan.com

and you will see that the registrant is private and done as a domain by proxy. The snailmail address is a familiar one: a mail dump in Scottsdale, AZ.

Another website I like to look these things up on is whois.net.

After a while, you get to see a pattern emerging in scam sites. They all seem to use the same mail drop in Scottsdale and most of them hide the real owner.
