Jill Stein Launches Fundraising Effort To Ask For A Recount In 3 States

Jill Stein, the Green Party's 2016 presidential candidate, on Wednesday launched a fundraising effort to pay for a recount in Wisconsin, Michigan and Pennsylvania.
Stein would need to raise more than $2 million by Friday in order to proceed with the request for a recount in those states, according to the fundraising page.
NBC News's Alexandra Jaffe reported earlier on Wednesday that Stein would request a recount if she could raise enough money to do so.
Stein's effort follows a report in New York Magazine that a group of computer scientists and experts have been urging the Hillary Clinton campaign to request a recount in Wisconsin, Pennsylvania and Michigan, claiming that the results in those states may have been hacked or manipulated. The group of experts did not find actual evidence of hacking, but said that there were discrepancies between Clinton's performance in areas of Wisconsin that used paper ballots and areas of the state that used electronic voting machines. The report in New York Magazine did not say what patterns the experts found in Pennsylvania and Michigan to suggest that totals there were manipulated.
The fundraising page for Stein's recount effort did not mention the New York Magazine report specifically, but said that "data suggests significant discrepancies in vote totals" in Wisconsin, Pennsylvania, and Michigan.
Stein's communications director, Meleiza Figueroa, teased the announcement in a Facebook video on Wednesday afternoon. Figueroa said that "the reports on voting anomalies have been pouring in" and said that there have been news reports with "cyber security experts, computer experts who have been looking at this issue."

(29,346 posts)A losing candidate can seek a recount in a whole district or in certain precincts, said Fred Woodhams, a spokesman for the Michigan Secretary of States Office.
The cost is $25 per precinct if the election is close, or $125 per precinct if its not, Woodhams said.
The money is refunded if the recount changes the result of the election, he said early Wednesday morning.

BTW shouldn't a recount be automatically triggered for Michigan.

Hackable? In a heartbeat.
HRC won this county by about 2K, way lower than expected....

(8,211 posts)I read somewhere that Wisconsin is around $1.1 million and the deadline is Friday.
Michigan/Pennsylvania are around $500-$600k each (not sure of the deadline).

If all three are same date, then go with Michigan and Pennsylvania since they can cover those costs

(1,397 posts)And, while you're at it, don't forget: An optical scanner requires a paper ballot, which means the paper ballots can be counted manually if need be to verify (or not) the results reported by the scanner.

(67,112 posts)then can verify online they were received OK. Also, as you say, there can be a recount. When I was a kid they had those huge mechanical machines with all of the little levers to vote. I've often wondered how well they really worked, all of the mechanics to be maintained and not fooled with.

Hursti Hack
The Hursti Hack was a successful attempt to alter the votes recorded on a Diebold optical scan voting machine. The hack is named after Harri Hursti.
In a series of four tests conducted in Feb., May, and Dec. 2005, Ion Sancho invited Black Box Voting to Tallahassee after an invitation to check the Diebold machines. Black Box Voting engaged the services of Dr. Herbert Hugh Thompson and Harri Hursti.[1] Dr. Thompson and Hursti believed they could change or hack vote totals without the system detecting entry. The first two projects targeted the computer program that adds up all the voting machine results and produces the final report. On Feb. 14 and again on May 2, Thompson successfully hacked the Diebold GEMS central tabulator and bypassed all passwords by using a Visual Basic script. This, however, would be detected in a vigilant environment if the supervisor of elections checks the poll tapes (voting machine results) against the central tabulator report.
To show that both the results tapes and the central tabulator could be hacked, Black Box Voting then engaged the services of Hursti to hack the poll tapes. Black Box Voting purchased a card reader from the internet and Hursti used it to produce counterfeit memory cards, which successfully altered the voting machine results tapes on May 26, 2005.[2]

I'll try to find something specific to the machines in Michigan which is similar to what Arizona has but never used it.

The integrity of these seals should be maintained at all times, and only breached under controlled, explained circumstances. Seals should be logged to maintain chain of custody of sensitive materials.
Keys The keys for the AccuVote-OS are the same for all AccuVote-OS machines and are easily pickable with readily available tools. Care should be observed around the ballot box lock and the scanner key lock (turns the system off and on).
Ballot Box Access Optical scan systems have at least one and possible more ballot boxes. Each ballot box should be inspected by a voter at the beginning of voting to make sure that they are empty. These ballot boxes should locked and/or be sealed with tamper-evident tape.
Memory Card is Sensitive Corrupt memory cards may be able introduce viruses, cause the main election server to crash and falsify votes. Access to the memory card should be controlled, monitored and logged at all times.
Correct Inks Some Optical Scan systems have trouble reading red inks or inks with red in them. Voters should use the writing instrument provided at the polling place or, if voting at home, black ballpoint pen that does not bleed through paper.

Counterfeit Ballots It is fairly easy to frustrate the counterfeit ballot detection mechanism on the M100. People who produce counterfeit ballots could cast multiple votes and the detectability of these ballots would only depend on how close they appeared to be like the real ballot cards.

Removable Memory Card is Sensitive Corrupt memory cards may be able introduce viruses, cause the main election server to crash and falsify votes. Access to the memory card should be controlled, monitored and logged at all times.
System Chip is Sensitive The main software chip on the Insight, the HPX chip, is easily replaceable with minimal access to an Insight scanner. A malicious HPX chip could count votes incorrectly, selectively accept or reject ballots and ignore system software updates.
