Maddow: New plan to replace Flint's lead pipes awaits funding

Maddow did an interesting on a new technique invented and used by Lansing's water service to replace their lead service lines in much faster and cheaper way.

At what point in this process would things be changing if this was an all lily white upper middle class town?

This is racism, and it is deadly, and the National Guard should ride in and arrest the governor.
