as only states dominated by Dems in both exec and leg branches have a chance, but restricting contracts and tax breaks is a nice carrot and stick.

The wording will have to be very careful. It's easy to only "pay" a CEO 50K a year, and then give him access to "company" homes, cars, expense accounts, support staff, travel, plus have a very generous restricted pension scheme.
