WASHINGTON The House delivered a serious blow Friday to President Barack Obamas trade agenda, fueled in large part by a stunning rebuke from his fellow Democrats.
Lawmakers voted 302-126 against Trade Adjustment Assistance. Long a priority of Democrats and labor unions, that assistance provides retraining for workers who lose their jobs as a result of international trade.
At the urging of labor groups, most House Democrats voted against the assistance which they would typically support wholeheartedly in a procedural gambit to undercut the following vote on fast-track negotiating authority.
Both measures have to pass in order to reach the presidents desk because the Senate approved them together. The House approved fast-track authority Friday by a slim margin.
