William Chapman: Unarmed 18-Year-Old Shot Dead by Officer Who Killed Before

An unarmed black 18-year-old accused of shoplifting was killed by a police officer in Virginia who had been barred from patrolling city streets for almost three years after fatally shooting another unarmed man.

William Chapman was shot dead by Stephen Rankin, a white Portsmouth police officer, during a struggle in a Walmart parking lot. Rankin, 35, a US navy veteran trained in martial arts, was once disciplined for posting violent remarks and Nazi images online.

Chapman’s family likened his death to that of Michael Brown, another unarmed black 18-year-old who was suspected of a theft and shot dead following a struggle with a white officer. Brown’s death last year in Ferguson unleashed nationwide protests.

But they noted with disappointment that Chapman’s killing in April barely registered among activists and the media. “I feel alone,” said Chapman’s mother, Sallie. “Because my son is gone and because nobody is trying to help me understand why.”

The Virginia chief medical examiner’s office said in a statement only that the cause of Chapman’s death was “gunshot wounds of face and chest”. Chapman’s mother said his hands were also wounded in the encounter, a claim supported by photographs of his body reviewed by the Guardian.

Brown, Wilson said that hadn't known about the incident and allegation at that point. After expressing uncertainty, I believe the shopkeeper later concluded that the thief was not Brown.

The Chief of police stated that Wilson did not stop Brown for that reason. He stopped him for walking down the middle of the road.

After expressing uncertainty, I believe the shopkeeper later concluded that the thief was not Brown.

I've heard multiple versions about what Wilson did and did not know. I haven't followed up to see what the final results were.

I saw a video of Mike Brown paying for his cigars on the news. He didn't have enough to pay for all he wanted so he bought what he could afford. The salesperson tried to get him to pay for all of them, but he left with what he could afford.

There is a video of him stealing the cigars. His friend ADMITTED they stole the cigars. The video also shows him roughing up the owner of the store.

Mike Brown should not have been murdered, but you can't change the facts just to suit yourself.

by the store clerk and pushed him aside. Then left. The store owner did not call the police, a bystander made that call.

Whatever occurred it was a minor incident and Wilson knew nothing about it when he killed the teenager.

One thing is for sure, if a white teenager was in that video instead of Brown, the story would have been 'it was a dispute over the teenager not having enough money and returning what he could not afford.

Brown was murdered for walking down the street period.

"We looked over and it looked like just a normal arrest. He (the officer) had a man up against the fender of his car, looked like he was getting ready to cuff him. Well, I guess right when he went to put cuffs on the guy, the guy resisted and they got into a tussle and he ended up breaking apart from the officer. So they were kind of in a little standoff. The officer pulled his taser out, they ended up in a tussle again, and the taser got knocked out of his hand somehow. At that point, the officer pulled his gun out. He stepped back a couple steps and the guy, he pulled his shirt off and took a couple steps towards the cop like he was ready to fight. So the cop opened fire and that was the end of it. The man hit the ground and the officer jumped down and administered
