Biden didn't clap when the President talked about lifting the embargo on Cuba

Does he disagree with Obama or am I reading too much into this? Before you flame away, please check it out again. Here's a link, it's at approximately 38:29.

1. We won't know unless

1) he runs for president and someone asks him or 2) he writes a book about the administration and he comments on it.

but I know as I get older I have less tolerance of sitting through meetings and ceremonies. Perhaps he was tired and just wanted to get out of there.
