Why is a judge the primary spokesman for TX Health Presbyterian???

He took in immigrants and found a house for Duncan's fiance to stay at he's on Rachel a lot.

I think he arranged the housing for Duncan's family, but I also thought it was unusual for a judge to become so involved. Maybe judges have a different role in TX?

Maybe he is more like a county administrator or something.

the governing board of Dallas County-for clarification. He runs the County as a Mayor runs the City. Guess Gobermint had to step in because a Private Health Care System didn't do its job

In other words, they are kind of like the head honcho of a county. I'm just guessing though, basically from watching westerns, lol. So, I am definitely not an expert of any kind.. I don't know if that is the case there or not. It's just one possible explanation.
