first they'll claim an incredible success and then if proof emerges that yet another technological wonder of North Korea turned into a dud they'll blame the evil Americans and or the Japanese.

Because if their rocket launches successfully, there's no telling (and no limit) what the U.S. will allege was in its payload. And, depending on how cranky we are that day, it could be anything from spy equipment to nuclear weapons of mass destruction. Then we will have total license to do whatever the hell we want in "retaliation."
