Caught on Camera: Texas Cop Beats Up Whole Family Because the Son Was Speeding

September 10, 2013

A Texas officer has been caught on camera beating up several members of a family. According to KHOU.com, Harris County Deputy Jimmy Drummond followed the son home for allegedly speeding, then attacked members of his family when they approached him. (...)
... the officer, who's due in court on Friday, broke the son's ribs, bruised his father's face, and dragged his mother.

or at least perceived that way by the rest of us in Harris County. It's also mostly rural, with plenty of people moving from Houston to live in the exurbs (because their former 2-hour daily commute wasn't long enough, I guess.)

When I saw Montgomery County was involved, I was no longer nearly as surprised.

Constables are elected positions. Some counties only have the one elected constable, but large counties like Harris will have an elected constable for each precinct and several deputies under them. They tend to have the least training and oversight for all LEOs and for some counties the deputies tend to make less than other LEOs. Their primary responsibility is to serve warrants and other documents for the court and most of them used to be limited to that function, but now they can do most anything any LEO can do. The Barney Fife factor is pretty high with these guys.
