They are far from done. They still have to visit Khan al Assal and a couple other sites. The Russians just released a report stating that they believe al Qaeda/terrorists performed the Khan al Assal chemical attack against the government-held town. But no, the initial testing isn't done, and there is no report yet.

be true. It may not be. We don't know yet, and for Congress to approve military action without knowing is unconscionable.
