Filing a false report.
This came from his partner, a white female officer, allegedly kicking a prisoner in the face.
The prisoner said later it happened, during the board of rights hearing, but since he has a personality disorder was considered non reliable, and his father's testimony was considered hearsay.
This is very much the cliff's notes. CNN had a good video on this too.
