You could manufacture hand guns of 9mm or similar caliber with 3-5 magazines that could fit in the hands of toddlers. Early NRA education programs could teach them the intricacies of gun ownership and VOILE! An armed protection militia in every school in America!

We can do Hello Kitty Kalashnikov holsters for the girls and Rambo themed holsters for the boys! The guns can be manufactured in all sorts of fun pre-school colors and themes as well as their favorite cartoon characters emblazoned on the muzzles.

And don't worry about a four year old losing his or her temper because guns don't kill people.
