Cheney wasn't the puppetmaster, he was the acting president for 8 years. Chimpy was drunk most days; all he could do was follow orders & read teleprompters (badly).

Not hyperbole. Just look at the way Chimpy acted & spoke. For eight long years. Early on was the pretzel incident. What happened? He was drunk & fell.

If Chimpy made any more than 25% of all the presidential decisions, I would be shocked. BTW, the percentage would be much lower for raygun, but of course that was because he had incipient Alzenheimers from '80 to '84, and a more acute form of the same disease in his second term.
