I see a 5 yr average around 3.8% with a spike in late 22 to mid 23 and a current rate of 3.7%

A year ago this month, it was in fact, measured at 25.6%.
Also, that spike wasn't from late '22 to early '23
I have to question that 5 year average, too.
From these data, there are no zero or negative values, and from Jan22 to November23 (23 months) the low was 7.9%, the high was 26.2% & 9 months were 20% or higher. (Sum = 220.5)
8 more months were between 10 & 19%. (Sum = 116.6)
If all the other 43 months were zero, the average is still well over 5%. (337/60 months is 5.6%)
That 3.8% over 5 years can't be correct.
But right now, their inflation rate is fairly modest.

It's a shit show there. Huge hikes for utilities and food. Subsidies for basic food items but that leads to shortages. Pensioners and low-income people are suffering, in spite of pension increases. Not enough.

I would say 25% is not far off, for sure for food and utilities.
