The other requirements still apply, the hyperbolic rhetoric to the contrary notwithstanding, and states would not allow him on the ballot and would almost assuredly not count any write-in votes. So, he could "run", I suppose, but not in the way you're suggesting.

As an aside, Putin is not a declared enemy of the US. That requires a Congressional declaration. Obviously, Republicans wouldn't go along with one were it introduced. Frankly, a lot of Democrats wouldn't, either.
