It's actually named after a guy! Eugenius Outerbridge was the first chairman of the NY/NJ Port Authority.

Typically, the only requirement is that you win a plurality of the votes in the Republican Primary. There’s usually a pretty good salary for a 4 or 6 year term. A lot of people know this so there’s often a lot of competitors making the actual number of votes needed pretty low. This often results some pretty whacky characters on the ballot with a good chance to win. If you are involved with the local mega church or are a real estate broker with your name on signs around the county you have a distinct advantage. When I lived in Montana I followed local politics and saw some pretty crazy stuff.

It would make me sick if I lived on Sanibel and I'd have to cross that bridge and see that asshole's name on it.
