The Russian president allocated funds to have all Russian property abroad, including property in the former territories of the Russian Empire and the Soviet Union returned.At first, I thought this was just more Russian trolling of Western democracies but it is a bit more than that as Putin is also serving this up for domestic consumption, giving the ultranationalists something to talk about and further legitimizing the invasion of Ukraine. And it seems to be working. One of the larger Russian Telegram channels, Two Majors, suggested starting with Alaska.

It claimed that Russian President Vladimir Putin declared the 1867 sale of Alaska "illegal." For instance, one Reddit post on the topic read, "Putin stokes tensions with US, declares 1867 sale of Alaska 'illegal.'"

But what he really did do is sign a decree for the creation and funding of some department dedicated to ferreting out real estate going back to the old USSR and the Russian Empire. Created in November 1721, the Empire started when Peter I adopted the title. Imperial Russia included:
"The modern-day countries with territories once controlled by the Russian Empire include: Russia, Ukraine, Belarus, Latvia, Lithuania, Estonia, Finland, Poland, Moldova, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, Tajikistan, and the United States (Alaska)."
While Putin is clearly daft, the issue of whether Alaska was purchased (it was) and whether such sale could possibly be declared void (it can't) doesn't seem to matter when all those countries are on the list and Russia is seeking to regain them. So, in that sense, he really honest-to-pete did sign such a declaration to declare all that stuff void. He also apparently plans to take the property of those thousands of Russians who fled the country two years ago at the start of the war.
