No disrespect meant to Snopes (they do good work), but I think they got this one wrong. The difference between "in" and "on" hinges on one vowel sound. He could be saying either of those words, but since "Weve been waging an all-out war in American democracy" makes no sense, grammatically or otherwise, I'm going with "on."
He may have meant to say something slightly different, who knows. But "waging an all-out war on American democracy" is exactly what he's been doing, so as far as I'm concerned, this is an accidental confession.
