what wd happen if u bombed a conflict zone w food, water, medicine, shelter, and civilian transport out, what happens? does war work the same w/o civilian populations to terrorize?

We know depriving people of food water and medicine creates conflict, maybe doing the reverse would create peace? Seems it would be cheaper as well,.

it does take guns to do. u cant just roll a truckload of food into a war zone and hope for the best. but yeah.
