Congressional Districts Boundaries.

We need a National Process to define Congressional District Boundaries, US and State Legislators.

My idea would be something like this:

Large Metropolitan area of 300,000 should be considered first at a focal point and expand outwards to obtain the current Congressional count until the following occurs:

Then a hard define Boundary as a River or Natural Canyons. Major Rivers take priority over Interstate state highways that are outside Metropolitan areas.

Then Interstate Highway or railway.takes priority over:

Then by County Boundaries takes over:

Then highways and small streams;

Or/Then by political districts/wards of the county.

This should stop gerrymandering by some measures. Holding a change should not encompasses a more than 5% of territory change from center of the Metropolitan.

Thoughts?

Use the criteria you have listed, and have no past electoral results or demographic information, and then let the legislatures adopt the computer map.
We would end up with about half of the districts being competitive, thus ending the gridlock that is making our country ungovernable, and the Republicans would never win another national election or hold either house of Congress.
The only real way to argue against this is to reject the concept of democracy. That is why you see so many on the right constantly screaming that we are not a democracy, but rather a constitutional republic. That is like arguing that the large woody plant in my front yard is not a tree, it is an oak.

Only issue at hand is the define population number of a Metropolitan as a focal point. I set 300K, but there are population Metros that are like 200K and no larger population of that their state. Of course State Legislators Districts would have to lower their Metropolitan numbers for their classification.

But we shouldn’t have Rep Clyburn’s district in SC include black neighborhoods in Charleston and black neighborhoods in Columbia 120 miles away. By packing this one minority district they manage to have only one of seven districts elect a Democrat, even though minority voters make up 1/3 of the state.

Simple math tells you that 7 districts and 30% minority population should equal 2.1 minority districts.

It’s dumb to do stupid boundaries every ten years. The post office did it for us already. Now having no more the a thousand voters per building. Done!!!!!
