The 9th Circuit says would should be obvious: The 5th Circuit is completely wrong to apply the Major Questions Doctrine to actions by the president himself. It is a doctrine devised to limit federal agencies, NOT the head of the executive branch. https://documentcloud.org/documents/23783734-22-15518
