Using an adjective as a noun is an intentional way to dismiss an entire group of people as insignificant and useless. Also, it is terrible English.

Folks often say the "Dreamers" came to the USA; the majority were brought here by their parents/guardians w/o any say in the decision.
I think this change in word usage is important as it absolves the children of any responsibility in their being here as the Republikkans want to punish them for that.
