9. I've been around cops most of my life and

there are some decent ones, but I really think most are cut from the same cloth as most criminals. There is a gang mentality that goes with it. Mess with one of us and you mess with all of us. I really feel bad for the really good ones and many have been run out or over by the gang thing.
It all hinges on the top cop running the department. They either allow it or look the other way. There some that make it clear "not in my department" or you'll be out of here. Police chiefs in cities are appointed by mayors that you elect. Sheriffs must run for that office. It is up to us vote.

There are some unions that hold members responsible for their actions. They control who is hired and fired. You get kicked out of the union for crummy work because they have bargain for high wages based on out comes. Screw up and get kick out by the union. Not sure if that might work for cops.
