The USIC must first clear him for TS-SCI information. Previously, political appointees underwent an abridged FBI SSBI, maybe it was the same for Congressmen, I am not certain. But the USIC supposedly controls access to the Congressional SCIF.
Mr Santos may be appointed to a sensitive committee, but he won't be allowed in the SCIF to read or receive TS-SCI material.
