probably stay (postpone) the portions of her order pertaining to the selection of the SM pending appeal. This can and probably will drag on for months which was the intent all along ......

I thought that she ordered responses by the 9th. That's why I got confused.

I think that other mischief with the elections are about, and he just got the delay that he needs to see the GOP win, and then let him off the hook. We'll probably hear him crowing, soon.

4. She did. BUT, if the DOJ appeals then she will almost definitely stay that portion of the order

Is she a biased jurist? Who did she communicate with before making this decision? etc?

5. Generally no. Bias and conflict of interest are high bars for a party to actually prove against

a judge. Generally Judges will recuse themselves over the appearance of a conflict of interest well below the line of if they would be subject to actual judicial sanction. But it is basically a self governing system.
