The judge can consider the names submitted or come up with one of her own.

She decides. There are rules for impartiality and integrity, but in the end, she decides on the person.

He isn't associated with either side. He is a constitutional lawyer. He has all the required clearances.

There are a lot of choices that come with the proper clearances and reputation.

rule for a Special Master. But she did. So I for one don't know if I would trust her choice. And how would she know who has the requisite security clearance(s) for the task? Barbara McQuade on MSNBC today mentioned someone from the Defense Dept. might be an option. It can take months for someone to get the necessary clearances.
