DOJ should propose Magistrate Judge Reinhart as the Special Master. Make Judge Cannon show her stripes if she is going to reject him.

9. Reinhardt is not an Art. 3 Judge but is a Magistrate and appointing SM's

is not within his authority. Both Magistrate Reinhardt and Judge Cannon are in the same jurisdiction - the Southern District of Florida.
