Since the day he left office.

It's not like he was trusted while in office and he hasn't been afforded the privileges regarding intelligence briefings that all the other ex-presidents have received.

Wouldn't surprise me in the least that the FISA court gave the NSA orders to keep an eye and ear on him in order to avoid catastrophe.
