9. Not yet. It takes two sides in fight skirmishes, not assymetric massacres. That makes it different.

Get two sides firing on each other in the streets, which are armed skirmishes, then you can see a civil war start. So far, these single shooter mass shootings don't qualify.

Arming "security" in black and hispanic areas, and near women's health centers, is an important investment in prevention of mass shootings.
