I believe Turkey has closed the straights to get into the Black Sea, so Russia can't reinforce their fleet there. What's left of their surface fleet is 4-5 frigates (2 old soviet types & 2-3 new ones (a report last week says one was hit)), 3 corvettes, half dozen landing ships, and a bunch of patrol boats/minesweepers/etc.

Scuttling is done by one's own hand. Russia would have had to sink the Moskva themselves in order for it to have been scuttled.

You never know with Putin though. Rather than admitting Ukraine sunk the Cruiser he might say Russia sank it themselves to rid the ship of rats. Big, fat, Russian rats.

The us even did it to several. Once a ship is badly damaged and in danger of capture, it is usually scuttled once the living crew is off.

That's sop for navies.

But if it afloat, other Russian ships may have taken it in tow.

Have to wait for a clear day......

That's probably more of an Age of Sail tactic, when a crew could could be put on and actually use an enemy ship. A vessel like the Moskva would require quite a bit of training for the crew, although smaller boats would still apply. You would still want to prevent intelligence collection on weapons systems, etc... if you could not ensure possession until possible recovery. As a flagship the Moskva would be carrying a ton of classified material. Other reasons for scuttling could be to prevent/create a navigational hazard, depending on the situation.
