(5,559 posts)Part of the reason these types of bills go out as far as possible is there is a ramp up time for most forms of offsetting revenue. Savings from lowered drug prices, implementing and collecting new taxes - these types of things will take a year or more to really kick in. Spending on the other hand, is easy to do quickly.
So cutting the period probably plays havoc with how the bill is funded.

but the rest of it too. would you open a new day care center if you knew that the whole financial picture could change in 5 years?
transformative change cant happen in little bites.
eta- this isnt a new idea. i heard jayapal talking about the free community college being something they could do for 5 years.
