Define "Small" Governor...

What counts as a small business? That depends on where you ask the question. What makes a business "small" in terms of government support and tax policy varies. A "small" business employs fewer than 15 employees in Australian, 50 employees in the European Union, but fewer than 500 employees to count for U.S. Small Business Administration programs. Its worth noting in 2006 there were over 18,000 "small businesses" with over 500 employees in the US - accounting for half of all small business employees in the US.

Keep this in mind the next time you hear Willard talking about the struggles of little mom and pop small businesses.

I'd also like to know how much of all of that is franchise businesses not independent entrepreneurs.
