If someone were attempting an attack, I doubt they'd be doing it from inside the stadium.

All 4 were charged with possession with intent to distribute. All 4 had records. Not a typical profile of a high rise sniper
It stank of a drug connection. The only thing missing was cash, but if was a barter that makes more sense.
