(236 posts)I thought I read something about state people consulting with Barr, and he was against it. I think there was mention/claim of Barr being concerned with community reaction to settling on the 3rd degree charge so soon.

Party A and Party B are negotiating a deal. Party A demands that Party C also chip in something as part of the deal. Party C says no. That is NOT Party C blocking A and B from making a deal.
